Counter Plan

•OPP Counter Plan

•This is where the Neg comes up with a better way to solve the plan than the Neg

•  •  OPP can agree with harms  and or state new harm the GOV can not solve but counter plan can

•  •  OPP has to now show why their plan solves for listed harms better

•  •  OPP can list advantages that come from only there plan

•  •  OPP can adopt  GOV advantages too

•  •  Plan must be mutually exclusive (GOV can’t do it without biting T) otherwise GOV and perm plan (do both plans at once which mean they win CP and all of its goodness that comes with it t to their side.)

B.  Counter Plan must have same stock issues as GOV plan, but can be different 

•  1.Time line: when and for how long will plan be initiated

•  2. Agent of action: Who will carry out the plane

•  3.Agent of enforcement: Who will make sure the plane is enforced

•  4.Funding: Who will pay for the plan  or, where will funding come from

•  5. List why it is mutually exclusive.
